The State & Federal Programs Department is committed to the principle that every student succeeds. We are here to add value to the general education curriculum through the delivery of specialized services and instructional programs.

State and Federal Programs is responsible for the coordination and supervision of various federal, state, and local programs. This includes funding and initiatives under ESEA - ESSA; State Compensatory Education, including Pregnancy Related Services support and homeless services.

American Rescue Plan Act of 2021
Public Notice for Applying for the ESSER III Federal Grant Funding For Independent School Districts

Klein Independent School District is making public notice for applying for the American Rescue Plan, ESSER III Federal Grant for funding. This application would provide funding to the district in two major categories. One area would address the student learning loss due to COVID-19 and the second area would address the safe re-opening of the public school district. The application also deals with other areas related to COVID-19 issues such as retaining employees, operational needs of the school district due to COVID-19 issues, and teacher support.

General Specifics on the grant are as follows:

  • Time Frame for the grant: Pre-award costs can be recoded from March 13, 2020 and allowed to spend funds until September 30, 2023. With the Tidings Act if districts needed to carryover unused funds they would be allowed to continue spending to September 30, 2024

  • Districts would be required to follow all federal, state and local regulations and requirements for federal grant administration and fiscal spending of funds

  • District entitlement for the grant for the 3 year period: $72,681,734

Coronavirus Response and Relief Supplemental Appropriations Act of 2021

Public Notice for Applying for the ESSER II Federal Grant Funding For Independent School Districts

Klein Independent School District is making public notice of applying for the Coronavirus Response and Relief Supplemental Appropriations Act of 2021, Elementary and Secondary School Emergency Relief (ESSER II) Federal Grant. The intent and purpose of the CRRSA Act of 2021, ESSER II education funding is to prevent, prepare for, and respond to the coronavirus.

General specifics on the grant are as follows:

  • Time frame for the grant: Pre-award costs can be recoded from March 13, 2020 and allowed to spend funds until September 30, 2022. The Tidings Act allows districts who need to carryover unused funds the ability to continue spending to September 30, 2023.
  •  Districts would be required to follow all federal, state and local regulations and requirements for federal grant administration and fiscal spending of funds.
  •  District entitlement for the grant for the 3 year period is $32,362,569.

DEADLINE for all questions and comments for the ESSER Grant would end as of 5:00pm on September 25th, 2021, but Klein ISD always welcomes comments or questions concerning any applications through the Klein ISD Family Feedback link.

Request for public comment on federal grant applications: 2022-2023

In accordance with federal regulations, an entity planning to submit a federal grant application must afford a reasonable opportunity for public comment on the application that is submitted to the Texas Education Agency for approval. The following are the federal grants Klein ISD submitted for approval for the 2022-2023 school year. Klein ISD welcomes public input regarding the application and use of the grants through the Klein ISD Family Feedback link.

Title I, Part A provides supplemental resources to help schools with high concentrations of students from low-income families acquire the knowledge and skills in the state content standards and to meet the state student performance standards.
(Amount awarded: $11,492,176)

Title II, Part A is to increase student achievement through improving teacher and principal quality and increasing the number of highly qualified teachers in classrooms and highly qualified principals in schools.
(Amount Awarded: $1,639,269)

Title III, Part A ELA is to develop programs for limited English proficient students to attain English proficiency, develop high levels of academic attainment, and meet the state content standards and student achievement standards.
(Amount Awarded: ($972,229)

Title IV, Part A is to improve students’ academic achievement by providing all students with access to a well-rounded education; improve school conditions for student learning; and improve the use of technology. (Amount Awarded: ($680,415)
